Plenary Session:  State and Federal Broadband Policy Issues

This workshop will provide background on the current regulatory environment at the state and Federal level and prepare us for the telecommunications/Broadband re-write process that is already beginning.
What’s happening with the CAP Act? Are key sections of that bill going to resurface in the re-write?  A new strategy and action plan needs to be developed to address PEG funding and “channel” capacity issues at the federal, state, and local levels.

Building Political Support
The loss of local franchising authority and tight local government budgets are resulting in serious harm to community media centers and public access channels. Support from elected officials, local government staff, and community and business leaders is essential to the preservation of opportunities for the public to have access to community media centers and PEG access channels. This session will bring together local government staff and community media leaders to discuss how to build political support before a crisis occurs.

Broadband Content Delivery and the Future of New Media
A lively panel discussion examining different media perspectives, both commercial and non-commercial, surveying the current impact and future developments in broadband digital content delivery.  Hyper-local media content is evolving for all media and community media centers should be leading the way as “anchor institutions”.  What will be the impact of state legislation such as SB 1611?  Will is trash future broadband options in California?

We have invited an expert panel with four different perspectives on this critical topic.
Each panelist is responsible for helping their organization survive in a highly competitive media world.  What is happening? How are they surviving? What comes next?
